Is canon 70-300mm f/4-5.6 a good telephoto lens? by Piere Luya

Hi. I'm thinking of buying a telephoto lens and i saw this one one google. is this a good enough quality lens? or is there any other cheaper [not pricier pls =D] telephoto lens that's at least as good as this lens? thanks a lot for any suggestions and/or advice!!! ^_^
